When the End Phase begins:
Step 1; The Turn Player may choose to activate a card/effect (mandatory, optional, or any Spell Speed 2 or higher effect), or pass priority to their opponent. If the Turn Player activates/resolves/applies any effect/action, then after the effect/action is resolved/applied, after priority to respond, start the process again at Step 1. If the Turn Player passes priority, move on to Step 2.
Step 2; The Non-Turn Player may choose to activate a card/effect (mandatory, optional, or any Spell Speed 2 or higher effect), or pass priority back to their opponent. If the Non-Turn Player activates/resolves/applies any effect/action, then after the effect/action is resolved/applied, after priority to respond, start the process again at Step 1. If the Non-Turn Player passes priority back to the Turn Player, move on to Step 3
Step 3; If the Turn Player doesn't have any mandatory effects, move on to Step 4.
Otherwise, refer back to Step 1, but this time around the Turn Player cannot pass priority. They must activate an effect (mandatory, optional, or any Spell Speed 2 or higher effect). After the effect resolves, start the process again at Step 1. The Turn Player may perform ANY effect/action, except passing priority, not merely one of the mandatory effects/actions.
Step 4; If the Non-Turn Player doesn't have any mandatory effects, move on to Step 5.
